PHI is seeking a full time Web GIS Developer for the CA Environmental Health Tracking Program (CEHTP). This position is located in Richmond, CA.

CEHTP works to improve public health in California by delivering science-based information on the trends and distributions of diseases, environmental threats, and the relationship between them. Environmental public health tracking is the ongoing collection, integration, analysis, interpretation, and dissemination of data on environmental hazards, exposures to those hazards, and health effects that may be related to the exposures. CEHTP is funded mostly by the US Centers for Disease Control and Prevention (CDC), as part of a larger initiative to establish Environmental Public Health Tracking systems at the national and state levels. The CEHTP Web Portal, launched in July 2008, contains environmental and health data, information, tools, and services to be used by a variety of stakeholders for research, advocacy, policy, and program planning.Information on the California Environmental Health Tracking Program is available at www.CEHTP.org.

Reporting directly to the Research Program Director the Web GISDeveloper will work closely with CEHTP interdisciplinary staff to develop dynamic Web & GIS applications. The position will be based at the California Department of Public Health office.

Duties & Responsibilities:



  • Develop, maintain, and enhance environmental health tracking databases, including the production of data documentation, quality assurance protocols, and metadata
  • Perform desktop GIS mapping and analysis tasks, including model/tool development
  • Engineer Web GIS applications, including server-side API(REST/SOA) and client-side UI (AJAX) development
  • Refactor legacy Web GIS applications to newer technologies
  • Participate in CDC conference calls and workshops relevant to job duties
  • Maintain effective working relationships with CEHTP team and participate in additional team work as needed

Qualifications:



  • Bachelors degree required, Master’s degree preferred in environmental or public health fields with strong emphasis inGIS and computer science
  • At least 5 years of overall professional experience in environmental or public health fields with strong emphasis inGIS and computer science
  • 3 years programming experience in Java, including use of 3rd party tools, like Eclipse, Maven, and GWT
  • 2 years experience in database management with SQLServer
  • 2 years experience developing mashups with Google Maps and/or other open source client/server GIS platforms, like GeoTools or OpenLayers
  • 3 years experience working within the ESRI ArcGIS Desktop and Server platforms
  • Expert Javascript, HTML, CSS, AJAX, JSON, and XML skills
  • Knowledge and ability to extract and aggregate data, and import data into various spreadsheet or database formats
  • Working knowledge of data in relation to public health or public planning
  • Strong communication skills, experience and ability to work independently as part of an interdisciplinary team
  • Ability to develop quick prototypes

Compensation:
